The Clay County Commission appoints a number of Boards and Commissions to make recommendations to the County Commission in its decision-making process through direct citizen involvement, and to fulfill specific functions required of the county by law.

Becoming a Board Member

Becoming a member of one of Clay County 's Boards or Commissions is a good way for people to become involved in the processes and decisions of local government, short of running for public office or becoming a employee of the county!  Most Clay County Boards and Commissions have no residency requirement.  If you would like to participate in Clay County government and wish to be considered for an appointment to one of the Clay County Boards or Commissions, please print and complete the application below, and send it to the above contact address. Boards and Commissions

AIRPORT ADVISORY BOARD

The committee is responsible for promoting the development of an industrial airport in Clay County and to assist in the promotion of said airport as a location site for business and industry. They shall also be responsible for providing information to interested groups concerning the economic impact of the airport and the advantages of such a facility to the development and growth of Clay County and the well being of all citizens.

BOARD OF EQUALIZATION

This board is responsible for reviewing the valuation of all tracts and parcels of land, and all tangible personal property within Clay County. The board has the authority to lower the valuation if, in its opinion, the property has been returned above its true value compared to the average valuation of all other property in the county. In addition, the board has the authority to raise the valuation if, in its opinion, the property has been returned below its true value.

BOARD OF ZONING ADJUSTMENT

This Board is responsible for hearing and deciding appeals regarding county zoning regulations, as well as other matters referred to the Board

BUILDING CODES COMMISSION

This commission is responsible for maintaining and amending the building, plumbing; mechanical and electrical code regulations for the unincorporated territory of Clay County.

CLAY, PLATTE, RAY DOMESTIC VIOLENCE BOARD

This Board allocates and distributes funds to shelters for victims of domestic violence.

CLAY, PLATTE, RAY MENTAL HEALTH BOARD

This Board administers, manages and disburses the community mental health funds for the provision of any comprehensive mental health services.

DEVELOPMENTAL DISABILITIES RESOURCES BOARD

This Board controls and manages the County’s sheltered facilities including hiring personnel and determining their compensation, and providing suitable quarters and equipment for the operation of the facilities from funds made available for this purpose.

FINE ARTS COMMISSION

This Commission is directed by the County Commission to develop plans for the aesthetic, artistic and historical aspects of the new Clay County
government facilities. Responsibilities include making recommendations to the County Commission regarding such projects and raising private funds to off-set the public costs on implementing those projects.

GOLF COMPLEX ADVISORY BOARD

This Board has been established to provide advice on the oversight of the Paradise Pointe Golf Complex to the Clay County Commission.

INDUSTRIAL DEVELOPMENT AUTHORITY

This Board was formed to provide industrial revenue bond financing to expand businesses
and job opportunities within Clay County.

KEARNEY-HOLT RECREATION DISTRICT

LAND TRUSTEE

This individual holds the title, pursuant to a collector’s deed, to properties unpurchased at delinquent tax sales and disposes of the same to the benefit
of the taxing jurisdictions.

MID-CONTINENT LIBRARY BOARD

This Coordinating Board manages state library functions, as well as receives and administers federal and state grants and other gifts according to statutes.

MILLENNIUM HISTORICAL BOARD

The Millennium Historical Board of Trustees is to assist with preserving, protecting, and promoting the historical assets of Clay County. Members shall serve a term of two years.

PARK BOARD

This is a citizen advisory board to the County Commission and is responsible for consulting and input regarding Park Department budgeting, policy and programming. The Board works closely with the Commission, Department Staff and County Administrator.

PARK MASTER PLAN STEERING COMMITTEE

PLANNING AND ZONING COMMISSION

This Commission prepares, adopts, amends, extends and carries out a county zoning plan for all areas of the county outside the corporate limits of any municipality which already has a city plan in accordance with state laws.

PUBLIC BUILDING AUTHORITY

This authority was established to issue public building and public improvement bonds on behalf of Clay County.

SENIOR SERVICES BOARD

On November 4, 2003, Clay County voters approved a five-cent levy to fund services for senior citizens. The Clay County will appoint citizens to serve as member of the Senior Services Board. The Commission is currently accepting applications from Clay County residents interested in serving on this board.

TIF COMMISSION

This commission shall exercise all the powers delegable under the Real Property Tax Increment Allocation Redevelopment Act and in particular those enumerated in Section 99.820 (3) thereof. The Tax Increment Financing Commission of Clay County will be composed of nine members to be appointed
as follows: two members appointed by the school boards whose districts are included within the redevelopment or redevelopment area of each tax increment finance project; one member appointed in any manner agreed upon by the other affected taxing districts; six member appointed by the County Commission
of Clay County.
