Services Now Available to Seniors
In November 2003, voters passed a mill levy tax earmarked for senior support services to Clay County residents age 60 and older.

Transportation
provided to medically related appointments. Limit to 4 roundtrips per month. $4 each way for ambulatory rides, $8 each way for wheel-chair rides.

Personal Emergency Response Device
available to be worn to summon help in the event of a fall or other urgent mediacal matter.
Clay County Senior Services will pay for the installation of the system and pay one half of the monthly service fee.

Home Care

• Limited Homemaking for needs such as housekeeping or laundry assistance.
• Personal Care for seniors needing assistance with personal care.
• Respite for a primary caregiver to get a break. Supervision and care in the home setting is provided. Maximum of 8 hours per week provided.

Co-pays for in-home care services are based on income.

Meals on Wheels
provides a hot noon meal delivered to the home. Meal costs vary depending on location and program.
The service is available in the following designated areas:

• Englewood Vista Nutrition Center (NKC, Gladstone, KC North, 452-8922)
• Excelsior Springs Senior Center (Excelsior Springs City Limits, 630-5955
• Eastern Clay Meal on Wheels (outside Excelsior Springs city limits, 694-8593)
• Kearney City Limits (628-5161)
• Kearney Extended boundaries (start date June 2005, 628-5161)
• Lawson (Lawson, Holt, Northeast Clay, 580-3269)
• Liberty City Limits (792-6045)
• Northland (NKC, Kansas City North, Oaks, Gladstone, Avondale, W. Pleasant Valley, 691-5322)
• Smithville City Limits (532-3897)

Missouri Property Tax Claim Credit Program

(a.k.a. Circuit Breaker/Homestead Exemption)

The Missouri Property Tax Credit Claim is a program to give credit to certain senior citizens and 100% disabled individuals for a portion of the real estate taxes or rent they have paid for the year.

Quick summary:

• You must be 65 years or older, or 60 years and widowed, or 100% disabled
• You must have paid your real estate taxes in full
• Your total income including Social Security Benefits is $25,000 or less (single) or $27,000 (married)
• You can receive up to $750 from the state.

Missouri Pension Exemption Program

Part or all of your pension may be excluded from your taxable income. Pension recipients are eligible, if their total Missouri adjusted gross income (excluding taxable Social Security Benefits) does not exceed

$32,000 if married and filing combined tax returns

$16,000 if married and filing separately

$25,000 if single, head of household, or qualifying widow(er).

Up to $6,000 (single) or $12,000 (married, filing jointly) may be deducted.

Missouri SenioRX Program (prescription drug coverage)

The Missouri SenioRX program is designed to provide aid to seniors without a prescription drug program. Other applicants may be eligible if their program provides less coverage than the Missouri SenioRX program. This does not include discount plans or MediCare supplemental plans.

Seniors must...

• be 65 years or older on July 1 of the application year;
• have an annual household income of $17,000 or less (single), $25,000 (married);
• be a Missouri resident for at least one year on July 1 of the application year.

To enroll in 2004, applications must be postmarked by February 28, 2004.

For 2003, the enrollment fee was $25, Deductible $250, Co-insurance (co-pay) 40%, and the maximum benefit cap $5,000.
